The Emp@tia portal

The Emp@tia portal is used by over 3 million users and is aimed at individuals and families seeking government and institutional support. The system is integrated into the areas of social security, banks, the Ministry of Finance, town halls, parishes and district offices.

Project


The main goal for SOFTIQ and the client was to create a platform that could integrate with thousands of external systems and streamline the process of applying for, granting and accounting for social benefits, as well as eliminating the possibility of granting benefits to a person who should not receive them. SOFTIQ is tasked with the maintenance and further development of this system.

Solution


The biggest challenge was to create a new module for processing child benefit from the "Family 500+" programme in a short space of time, which enables benefits to be applied for via an online platform.

The Emp@tia and the CSIZS project are closely linked.  People submit applications that are sent to the social assistance centres of the municipalities and districts. The content of the forms has also been adapted and accounts for various institutions (e.g. entrepreneurs, rehabilitation holiday organisers) have been added to meet legal requirements and current demand.

Process


The Emp@tia portal was built on Liferay 6.1. In addition to the entire application system, we also created a website that serves as a source of information on benefits and subsidies (social assistance, subsidies, extended family card).

The most important functions of the Emp@tia portal are:

  • Register of daycare centres
  • List of companies that grant discounts under the Large Family Card
  • Register of rehabilitation period organisers and rehabilitation period providers

At the Emp@tia level, we have introduced the e-wnioski module, which is a separate system. After logging in, users can submit applications for benefits such as parental allowance, family allowance, the extended family card and the childcare register.
PIU Emp@tia consists of 2 parts:

  • Information - provides citizens and entrepreneurs with access to comprehensive information on the implementation of social benefits
  • Service (e-applications) - enables citizens to deal with administrative matters electronically

 SOFTIQ has worked on the implementation of the various parts of the Emp@tia platform in a specific way:

  • Phase I - Analysis
  • Phase II - Design
  • Phase III - Implementation
  • Phase IV - Testing

In numbers this means:

  • 945347 applications submitted in 2022
  • 319827 applications submitted in 2023
  • 50 technologies used in the project
  • 116 types of applications
